Sounds like one of those, "I make $30,000 a month working from home!" scams. Except this is local San Francisco government:

So what happens if someone in this program does kill someone? "Well, yeah, I shot Claptrap, but he wasn't the dude I agreed not to shoot, so gimme my 300 bucks!"

Actually, if the program is to encourage people who have a history of or are likely to shoot people then you would be a prefect candidate. Just don’t do it again.

Programs like this have been around for a few years now, and we've talked about them before. Supposedly, the do reduce violence.
I think they're a perfect response to violent crime for a lily-livered society that would rather pay tribute to the barbarians than make the barbarians pay for their crimes.
