My brother-in-law may move to New Jersey.
He currently owns a handgun with a 15 round mag capacity.
I went to the actual NJ statutes and it appears that:
a) there is no license or registration needed to possess his pistol, just to purchase another.
b) getting a carry permit is probably a no-go
c) if he just keeps the gun at home, there is no problem possessing hollowpoints (and I assume using them for defense)
d) if he goes to the range or travels with the gun, leave the HP's at home and just take ball ammo in a separate, locked case from the unloaded gun in a locked case in the trunk of the car

You are correct on A,B, and C
D is a little off, you can use hollow point any where you can use the gun. This was a stupid adder thing for when people commit other crimes. Just don't get caught driving around with JHP's in the car with no gun. (and get stopped by some dumb ass state trooper/ storm trooper)
He needs to get a NJ FID firearms id card if he wants to take the guns anywhere. You don't need this if you never take the guns off your property. But you also need it to buy long guns and hand guns(in conjunction with a purchase permit for the hand guns, one for each gun you want to buy)
If at all possible talk him out of moving here.
If you can't, buy him Evan Nappens book on NJ gun and weapons law for a house warming gift.
