Small compact program that is pretty easy to use. You can crop them, etc.

Microsoft offers a plug in for resizing pictures in XP.

I use Irfanview for quick photo editing, it is a great free program.

If you have access to a linux box, mogrify can do every image in a directory with one command.
If not, Irfanview is my second suggestion.

Open the pic in Paint, go to Stretch/Skew, and reduct it by whatever percentage you want. Be sure to Save As some other pic name or you will lose your original.

Yeah, and remember that while smaller pictures e-mail fast, and may look okay on a screen, if you're going to print something, you want the file to be obscenely huge.
