That's it, cut off their foreign aid.  If Argentina get's off Uncle Sugar's tit, then they will have to go to work and stop drinking and making stories up about gnomes.

On one of the offroad trails I ride from time to time, there's a section that goes through a rocky area with some craggy "cliffs" on one side.  One afternoon, I'm riding through there and I notice someone has put a bunch of lawn gnomes in the various nooks and crannies.  Kind of funny and creepy at the same time.  Next time I came through there, they were all gone (couple months later).
