The article is a bit mistaken. The practice of paying for anti-gun legal scholarship (including in law reviews and journals) began long before 1999. I believe Glenn Reynolds noted that of the 48 articles on the RKBA produced by the mid-90s, 43 reflected an individual right interpretation. The other 5 supported a collective right, and each one had been bought and paid for by the Brady Bunch.
