Isn't there already a question on the 4473 that asks just that, and isn't it a crime to lie? Why would a dealer assume a guy who's willing to do all the paperwork - including identifying himself and signing his name - and who passes a NICS check is committing a crime?
Precisely, it is not the dealers obligation unless he comes into knowledge (that can later be shown in court) that the buyer is committing that (those) crime(s).

Also, it didn't say that one or three people bought all 700 guns.  I could also means simply that they found 700 guns in Mexico sold from his store over a 21 month period.  They might have been sold to 100 people for all we know.

If he is guilty, I hope he pays, but I do hope they actually have evidence and this isn't a railroading.

It is much more powerful to seek Truth for one's self.  Seeing and hearing that others seem to have found it can be a motivation.  With me, I was drawn because of much error and bad judgment on my part. Confronting one's own errors and bad judgment is a very life altering situation.  Confronting the errors and bad judgment of others is usually hypocrisy.
