What about the second officer on the scene?  He was there when word came out from the ER that she was dying right then, but he made no move to speed things up.

Or is Officer Powell a true representative of Dallas police as a whole?

You just cannot expect cops to do anything other than support each other, no matter what. That is just drilled into them, and no amount of sense or logic or pressure will change that.

I wouldn't say the guy was confined, but he was detained unless you can say he was free to leave and go in the hospital. 

That fact than the relative died makes this a bit more magnified.  Lots of people get tickets.  I wonder if this guy feels the need to lecture everyone who argues with him.
