It's a short aside in what is almost certainly a mil. sci fi from not too long ago. Probably Frezza's "A Small Colonial War"
Something about a particularly gentle Viking who was known as "The Children's Man" because he would spear infants rather than dashing their heads out. It was an illustrative tale.
