1) Check AZ statute to see what the class requirements are (up here its the NRA Basic course with law stuff).
2) Find someone to certify you to teach that course (again your state/local NRA rep would probably know).
3) Profit
Why bother with Step #2 if there is no legal requirement to be certified?
Around here (Virginia) just about everybody that offers a CCW course is NRA certified, but that is more of a marketing thing than anything else. Here in Va we can take an on-line course and exam that meets the legal training requirements/ But then a DD-214 also qualifies as training - nothing about having actually had handgun training marked on the DD-214.
My personal preference for a course that is taken in order to qualify a person for a CCW would be the presumption that the student is aware of basic safety and manipulation of their personal handgun(s) and focuses on the legal aspects of CCW - where you cannot carry, a thorough covering of what the statutes and case law say about when you cannot display, touch, draw and/or shoot - just the facts, no interpretation. Interpretation is the responsibility of the student. Students ask questions along the lines of "If x, can I y?" responded to with something along the lines of "You have the laws and how the courts have interpreted them in front of you. It is up to you to decide if your behavior is in keeping with that material. You may want to consult an attorney if you do not trust your own judgement."
