Yes and yes.  With (and this is important) preemption.

It may or may not pass. And I am nearly certain that the Governor will veto. But this is the furthest anything like this has gone in IL.

We may be a few years behind WI, but this is where they started too. And look how close they are now. It is encouraging.

Fingers crossed here in WI. Although I'll note IL has a governor now promising to veto.

Unless the governor has a dead hooker or some kiddie porn in his past, and they're willing to spend it on CCW, you're going to need a margin of at least 2-3 legislators OVER a 66% supermajority in both houses when it comes time to override the veto. We've been to that rodeo twice here in WI. And presumably you don't just have the governor who'll be twisting arms, but the "Chigago machine" as well.

Keep in mind that many will support legislation only because they know the "fix is in", or, when promised a judgeship, or some non-elected six-figure state .gov job, will suddenly pull a John Kerry, and "were for it, before they were against it." Again, part of the rodeo we've attended before just to the north...

But that being said, I'd like to see IL and WI cross this finish line together. With Chicago being so problematic in areas of RKBA, and the third most populous city and metro region in the U.S.... on the national scene, IL would be a much bigger "win" for our side than WI would. Chicago would be the largest U.S. city to exist under a shall-issue CCW scheme, with all it's attendant opportunities to suppress crime, empower victims, and create incidents that put a national focus on the positive aspects of urban gun ownership and self-defense.

Sorry guys, by my count, it looks like you were a vote shy of the 67 needed for super-majority to even have a chance of overriding the Governor, and the 70 to override Chicago's home-rule.  =(

Well, barring some sort of insane surprise, WI is not a matter of "IF" just a matter of "WHEN" now, and it's looking like we're just deciding between a really good Shall-Issue bill, or actually going whole hog for Constitutional/Permitless Carry.

It should hopefully give IL some more pressure being the "last".

If there were a few legislators that need to be in the spotlight, Farnham, Crespo,  and Monique Davis would be the three that I would pick.

So where are we?  The bill was put on postponed consideration.  That means it can be called anytime between now and the second Wednesday in 2013.  Now that we have probed and found out the weak spots we can begin working on the bill again.

Firearm owners in Illinois are not the second class citizens Mayor Daley makes us out to be.  He asked today for a publically funded protection detail, once he is retired!  Once he is retired, he is a common citizen just like the rest of us.  I can’t get the state of Illinois or my city to provide me with armed guards to watch out for me and neither should he.

Fox News Chicago reported this evening that NRA will file a law suit against the state of Illinois and there will be NO input from the Legislature once litigation commences.  I am not sure what their sources are, but it was alluded to during the closing statement at the end of debate.   

Representative Phelps put a lot of work into this bill.  He invited all sides in to negotiate any issues they had with the bill.  Conspicuously absent from those discussions was the city of Chicago. They were invited, but never even gave the courtesy of a response.

ISRA Members and our supporters are not quitters and we’re not done.  Adversity makes us stronger!  We WILL WIN THIS!

Seems to me that should the bill come out of postponed consideration, they only need to pick off/turn five legislators out of the twenty who didn't vote at all.

The anti's have more resources, but they have to "defend" (bribe/threaten) all twenty of them. And WI's sure to pass something by this summer, (enough recall elections over the union flap have already failed that the dem's can't turn the senate.) So that should put some more pressure on IL, and keep CCW in the news.

Part of what's going on is that they need a supermajority to override home rule.  Home rule is what lets the Dutchy of Chicago run things its own way, which would leave a significant fraction of the state's population high and dry.

We were up to 68 on the vote but three switched when we pulled it back.

The anti's have made Illinois their Alamo.  They know that if they lose here, IT IS ALL OVER.  There won't be anything to defend and that's where they've been, on the defense.

We're looking at who voted, and who got flipped and who we can flip.   Monique Davis made a personal face-to-face promise to Otis McDonald that she would vote yes, she didn't.

We thought we had 71, but the anti's turned up the heat and probably broke some arms they twisted 'em so hard.

It ain't over.  Especially if Williams gets cert with the USSC.  That will scare the hell out of the Anti's.
Some days even my lucky rocketship underpants won't help.
