need help finding a dc law fact

when/why did they end decriminalization of pot
It is much more powerful to seek Truth for one's self.  Seeing and hearing that others seem to have found it can be a motivation.  With me, I was drawn because of much error and bad judgment on my part. Confronting one's own errors and bad judgment is a very life altering situation.  Confronting the errors and bad judgment of others is usually hypocrisy.

It has been posed that it was done largely in the interest of destroying the hemp industry at the behest of DuPont and thus protecting that corporation's patents and processes of the time, namely the manufacture of paper from wood pulp (it was much cheaper to produce paper from hemp, using substantially less chlorine and sulfur based chemicals in the process), and ensuring the wide replacement of hemp fiber with the new invented Nylon.

yea
i'm sorry i was looking for a dc specific law. i know that in the early 80's late 70's it was decriminalized.  then i next "checked" the law in the early 90's and it was a crime again.  much to my shock and chagrin. i am trying to find out when why  it changed and who led the change

thanks!  dc is byzantine in that you have both congress and the city council involved.  both are bad  together they are a janfu
