From the article, it sounds like there's at least one NFA violation.

If I was to sell my handgun to someone else I wouldn't need a license, at what point do you need one?

Some vaguely defined line that generally follows if it's your primary employment. You can also make guns (non-NFA) all damn day without any paperwork at all, and while you can sell them here or there when you tire of them, if the primary purpose of their creation is for profit then you need a suitable FFL.

This was in Cali. As I understand it, you need a license to breathe in Cali!!

Apart from the fact that Ortiz knew or reasonably should have known that the guns were stolen.

Re FFL requirements: I don't like the law any more than you do, but we are not free to ignore laws we dislike.

Sounds like he knew that there was a high chance they were.

If you buy something, anything, and you think it might of been stolen, are you required to do something about it?

Good point. I do most anything I can to avoid dealing with CA in regards to firearms.  =|
