The EPA should severely restrict dihydrogen monoxide. We allow far too much of it to enter our waterways and this is the result.  DHMO is a known killer. Everyone who has ever died of cancer has ingested DHMO.

So if they would just lower those river levels, there wouldn't be any flooding.

Well, I'll be damned! So they infer that there is a correlation between heavy rain and flooding.

The first half of the article says that the flood risk is lower than usual this year. So when he points out two areas that are at risk, he's just giving a reason why people are concerned about those two areas. Which kinda makes sense, don't it?
