Was there ever a consensus on this? When should you use it, and is it "bad?"

Here is a short, but, informative read on QC. Other stuff I have read on it pretty much says the same. It is not the end all, save all product it was meant to be. But, it still has its applications. Whatever the decision you make about it, it is not a replacement for a good first aid kit and proper first aid training.

Do a search at The Firing Line. There was a long thread there IIRC after SWAT ran an article about the stuff. Rich and Denny went back and did a lot more digging after the negative stuff started coming out.
