The issue with that clip is not the political or geographic division of Vietnam, but the intellectual & functional division of Ms. Lee's brain among the various inhabiting personalities/forces.
The amazing thing to me is: Even though she is from a gerrymandered district with overwhelming Democrat majority, I am surprised even those people keep reelecting her.

To answer your question . . . there's a certain voting demographic to whom skin pigmentation is SO important a qualification for an elected official, they would cheerfully and enthusiastically vote for Idi Amin if he were running against Mother Teresa. (By comparison to Idi, Sheila isn't so bad - insofar as we know, she has no history of cannibalism. So the voting decision is easy.)Demonstrated mental ability on a par with the constituency is an added plus . . .
