Seems to me that the performance review accomplished something "positive". (Can you call a terrorist finally getting off their backside and going out killing folks a "positive"?)
Somehow I do not see alQeda having the same problems with someone going out and forming their own terrorism cell as, say, the Gambino family might view Benny Legs trying to set himself up outside their sphere. I also don't see alQeda looking to recover the money it spent while he was failing to perform spectacular atrocities, whereas I'm pretty sure the Gambinos would work to recover every penny they advanced Benny Legs, plus interest.
