The "Buildings are Bad" syndrome . . . fueled by pure corruption.
The $50,000,000 isn't actually being poured down a rathole, it's being funneled into the pockets of various and sundry builders, suppliers, and tradesmen - probably unionized - and a good part will certainly make its way back to those holding the purse strings, in the form of campaign contributions, the hiring of family members, or outright graft. ("Never let a good crisis go to waste.")
Here in the Austin, TX area, a few years ago they were talking about tearing down some under-performing schools - because, well, I suppose
the buildings didn't let the kids learn.
Questioning the competence of teachers and bureaucrats was off the table.
