Anything to protect your own party from suffering the consequences of your poorly thought out and implemented health care law in the next election.  Who needs Congress for passing laws anyway!?!

They come in handy when the prez needs someone to blame.  It's dysfunctional management 101: make unilateral decisions, then blame "the team" when failure occurs.  Especially if the team had warned against your unilateral decision before being forced to implement it.
