Involuntary commitment.She needs help.
She's bugnuts.I empathize.
She needs help.
The city can't do anything? The city admits it's a public health issue.Convict her for littering and get her the help she needs. If she's treatable, outstanding. If she needs to spend the next 40 years at a half way house being looked after? That's fine too.
From what I gathered from that small article she's not a welfare "mom" abusing the system. She's a single adult with a mental health issue.
She needs help,not ridicule.

When I was in high school, a friend's older sister used to breed rats.

She wasn't nuts, she didn't release them in parks, oh no . . .

She fed them to her snakes.
Trump won in 2016. Democrats haven't been so offended since Republicans came along and freed their slaves.

As far as I know, I'm the only one on this board who actually has pet rats (Eugine and Mikhal)
Rats make great pets and I can understand this woman being attached to her pets.

The thing that makes this "news worthy" is the rats, but the reality is it's animal hoarding and not all that unusual.

People with mental issues often find more solace in animals then other people. This woman clearly finds a lot of comfort in her animal friends. Unfortunatly, her lifestyle is unhealthy for her, her pets and everyone around her.

She needs help.

And the releasing of rats into a populated area.  :O

And the room full of trash.

Now we know why there are so many democrats in SF.
If ye love wealth better than liberty, the tranquility of servitude better than the animating contest of freedom, go home from us in peace. We ask not your counsels or your arms. Crouch down and lick the hands which feed you. May your chains set lightly upon you, and may posterity forget that you were our countrymen.

I believe that there's a serious underlying mental health issue that needs to be addressed and it seems to be unresolved.

Gee, ya think?

Yes, she is ratshit crazy and needs to put somewhere where she can be looked after.  And kept away from rats.

Can't they cite her for creating a public health hazard by releasing the rats, repeatedly?   Catch and release everyday and twice on Sundays and have a judge declare her incompetent to stand trial.  Get her the help she needs.
Some days even my lucky rocketship underpants won't help.

Bring me my Broadsword and a clear understanding.
Get up to the roundhouse on the cliff-top standing.
Take women and children and bed them down.
Bless with a hard heart those that stand with me.
Bless the women and children who firm our hands.
Put our backs to the north wind.
Hold fast by the river.
Sweet memories to drive us on,
for the motherland.
