Confronting one's own errors and bad judgment is a very life altering situation.  Confronting the errors and bad judgment of others is usually hypocrisy.

To be fair to Georgia, in NY all you have to do to get arrested on meth charges is buy some Jolly Ranchers.

Getting back to this.

It's odd that:
1) Cops get their narcotics training from TV shows.

2) Jolly Ranchers test positive for a "controlled substance"?
Some days even my lucky rocketship underpants won't help.

Exactly; no victimless crime should ever carry a stiffer penalty than one would get from any unprovoked attack on another, (or the other's property) but punch someone in the nose or steal their stuff, and you're not likely to face as high of a penalty as if you'd been caught with a personal use quantity of almost any drug. (Assuming no permanent disfiguring injury, or large value theft.)

Actually, like so many laws, it was started because of moral panic over the evil black men getting with white women. Just like most gun control laws. NFA 34 is an obvious exception, that was purely to keep the revenuers busy after the repeal of Prohibition.
