I'm installing a 240V receptacle in my garage. Is there any distinction at all between the two wires coming off the breaker? If you swapped them, would it make any difference? There is actually a neutral wire in this scheme because the receptacle has a neutral wire and my brewing system has both 240v and 120v circuits in it. I cannot think of any way that the phase would matter, but IANAE.
Maybe a rare occurence, but then you only have to get murdered once to ruin your whole day.

Assuming your house is single phase, no it doesn't matter. 3 phase and it matters.

Only matters for 3 phase.

And if you get that wrong (on something easy,  like a pump),  swap a leg to reverse it.

I've never heard of a house being wired 3-phase. You can swap the red and black back and forth all you want. White is neutral and green/bare is ground.
