They make scooters with 15 or 17 inch wheels, I've seen piles of them in Italy. However all the 49cc ones here are of the tiny wheel variety.

That looks a whole lot like the ones we saw in KY. Of course, that was a few years ago. One was supposed to remind you of a Goldwing, and it sorta did.
