SCOTUS refuses to hear Jackson vs San Francisco

It seems to me that San Fran's gun laws are in direct contradiction to the Heller decision, but SCOTUS refuses to hear the case, which lets the San Fran law stand.

Maybe the majority of SCOTUS was afraid to hear it due to the possibility of a wider restriction on guns.
