So, not only can a sympathetic white self-identify as black, an unsympathetic black can be de-identified?

Nothing new there.  Read up on some of the stuff said about Clarence Thomas, Colin Powell, Or Condoleeza Rice.  And that's just recent.

But it is new insofar as it has escalated from "race traitor/Uncle Tom" to "he's not black". The rhetoric (and behavior in the case of that Dolezal moonbat) is now denying biological fact in order to challenge or critique unwelcome ideology. This is a frightening step from uncivil debate to Orwellian doublespeak.

I'll grant you the Dolezal case is something new, but they've been denying the colored-ness of colored conservatives for decades.

("Colored," as in person of color. It's not just blacks, but other races as well.)

On the local/regional scale I've seen them completely deny that a person is black.

Maybe that's correct.

You know how back in less politically correct times, it was common to say that someone was acting "white" if they did something honorable and respectable?

I'm just reacting to their terminology: any black who is a decent and productive person is acting "white" - so by their own admission, "blacks" are ignorant thugs.

There is quite a bit of economic/class stratification in the black community. Not all buy into the thug culture that demeans those "acting white".

Unfortunately the nearly monolithic voting for Democrats the black community engages in actually encourages racial stereotypes.
