Support for trades training is a good thing, getting the government involved will just make things worse.  Ironically, two of the high paying jobs listed in the article are police officer and oil worker, two professions that Clinton hasn't shown much love for.

Just trying to throw a bone to the labor unions who she and Dems have shafted due to environmental efforts.  The only thing she is likely to actually do will help the big union executives and shaft the workers. 

I bet if you went line by line through her speech, she probably tried to say something for every potential voting group that might vote her way.

GAH!  All this would do is create 1. Federal qualification for all these trades (how else do you confirm those fed dollars are "well" spent. 2. Create the same rent seeking spike in trade school costs as exists in regular college.

Why do trade schools need federal help?  Right now, they are pretty market driven.

All this except....
Trade schools are not entirely market driven right now. The easy college loan industry has sucked away much of the potential customer base.  Allowing both to be free and unfettered from government interference would be ideal.
