Man spends 82 days in jail for bringing honey into US

Man brought a few jars of honey back from Jamaica.  He didn't make it out of the airport before cops seized the honey.
So first I wonder why the dogs hit on his bags.  Had he come into contact with stuff in Jamaica?  Did the cops just pick him out of the flight from Jamaica?  Did the dogs actually hit on the smell of honey?  

The sad thing on this is they had no proof he had done anything illegal after the initial 2 week lab test, but decided they would continue to hold him.  They could have let him go while they continued testing the honey.  It seems to me I have heard of other stories where known criminals are let go if they don't have evidence or reason to hold.

Unless there's more to this someone has a huge payout at tax payers expense in their future.

My first thought was that the dogs were simply hitting on odors they were unfamiliar with (see list), but I'm not all that familiar with the training process.

Also, some documentary I saw indicated that the handlers can subtly urge the dogs to react as if they are hitting on something.
