The author may have been a cop, but I'm pretty sure this particular sentence is insane BS:

Police were first established in urban (capitalist) centers like London and NYC. I guess that must make them evil, if you think capitalism is evil. Which is to say, if you're a loon. Then again, NYC and LA are centers of capitalism today, so maybe the loons have a point.
