I guess this all started when Tom Ridge was talking about duct tape and plastic, and everyone thought it was a big joke. At the time, I had just read an article in Soldier of Fortune by someone living in Israel who described using duct tape and plastic to create a safe room in the event of a chemical attack. Apparently, it is not a joke in Israel. Just my haphazardly informed opinion.
While the military has all sorts of neat protective devices for people during a NBC attack, mostly involving activated charcoal suits and a neato filter mask, plastic sheeting is our main protective barrier for our equipment. If we expect a chemical attack, the procedure is to cover everything with two or more layers of plastic. Why two or more? Well, it makes it less likely to get through even if there's a minor rip, flap, it seeps through one, whatever. Also, you can worry less about contaminating the vehicle with runoff if you don't remove the contaminated layer just right if there's another below it.
