There's the problem. It's a classic "He's in charge" <== / ==> situation. The military says the schools are supervising the instructors, and the schools are saying it's not their program, the military is responsible.
My first reaction is, if these former officers are preying on teenagers as JROTC instructors, how many female subordinates did they get away with preying on while they were on active duty?
