How does weight-based discrimination in housing work? I've not heard of landlords refusing fatties.

Unless maybe it's the "my 600lb life" people and they are demanding things like custom structural accommodations like bigger doorways or step-in bathtubs or whatever? If so, that kinda seems more like landlord discrimination. Another nail in the coffin of the ever shrinking mom and pop landlords, who can't afford to remodel their properties.

I would be curious who was lobbying for this change.  Was it fat people or the lawyers or the corporate landlords?

No lobbying necessary. Some of us remember the cartoon called "There Ought To Be  A Law."  In many places, that dictum is followed religiously.  You elect these people as lawmakers and son of a gun, that's what they do, whether the law is needed or even sensible or not.
