Given a choice, go back to Mogadishu or go back to San Francisco I would be hard pressed to choose SF. It has after all become a small Mog. The only saving grace is you can drive away from it if needed. Not so much Mog. Still, I would be hard pressed to choose SF over Mog. Welcome the Priates of the SF Bay, and we aren't talking a sportsball team!

Ironically SF has a Barbary Coast so I would tell the navy to have at it. But knowing SF they will of course have an issue with that.

Hmmm . . . wasn't there some talk a while back about an APS pirate hunting expedition off the Horn of Africa? Maybe even paid excursion cruises with gun rental and ammo sales?

If we didn't have to go so far to set things up . . . maybe we have a business opportunity closer to home?  >:D

Yeah, but we'd have to go to California. Wouldn't it just be easier to let the pirates have that whole state?

Of course in CA and especially SF the pirates have to compete with the govt on who gets to your stuff first.

Maybe the honest boaters (if any) can form vigilance committees to offer discouragement to the pirates.  Too bad it's not open ocean, where things can be done surreptitously.
