I don't buy that.
OPEC members have been saying for several years now that they want a stable, sustainable market price in the $75 to $90 per barrel range.
That's what they believe to be fair and consider it to be the point at which new exploration/infrastructure expansion becomes solidly viable.
The last thing that OPEC wants is the kind of volatility in the oil markets that has happened over the past year.
