RFM COGARD FISTTOBTUNCLAS //N03840// SUBJ: FIR - SWIMMER IN LOWER MISSISSIPPI RIVER ATTRACTS COAST GUARD,  LAWENFORCEMENT, MEDIA ATTENTION AT VICKSBURG, MS

1. SOURCE/RELIABILITY/CREDIBILITY: COAST GUARD MEMBER/RELIABLE/CONFIRMED.

2. SUMMARY: AN OBJECT ORIGINALLY REPORTED AS A "BODY IN THE WATER"  IN THE LMR NEAR VICKSBURG, MS WAS DETERMINED TO BE A LIVE PERSON. A  TOWING VESSEL REMOVED THE SWIMMER WHO CLAIMED TO BE AN ACTIVE DUTY  MARINE ON A "TRAINING SWIM." IT HAS BEEN CONFIRMED THAT THE SUBJECT IS AN ACTIVE DUTY USMC MEMBER.

6. TEXT:A. ON THE CAPTIONED DATE, LAW ENFORCEMENT RECEIVED REPORTS OF A "BODY  INTHE WATER" IN THE LMR NEAR THE VICKSBURG, MS WATERFRONT. AN LE RESPONSEBOAT AS WELL AS A TOWING VESSEL (UTV) RESPONDED TO THE  SCENE AT MILEMARKER 435.8 (GEO-CORDS: 32-18.53N/090-54.26W).

B. A LIVE PERSON WAS SUBSEQUENTLY ENCOUNTERED WHO CLAIMED HE WAS OUT  FOR A ROUTINE SWIM IN THE RIVER. IT IS NOTED THAT THE TEMPERATURE WAS  NEAR FREEZING AND THE SWIMMER WAS IN THE MAIN CHANNEL OF THE RIVER.

C. THE SUBJECT AGREED TO COME ABOARD THE UTV AND WAS REMOVED TO THE TERMINAL ON THE VICKSBURG WATERFRONT. SHERIFF'S DEPUTIES RESPONDED TO  THE SCENE ALONG WITH THE PORT SECURITY SPECIALIST, VICKSBURG.

D. SUBJECT WAS IDENTIFIED AS AN ACTIVE DUTY US MARINE WHO CLAIMED HE PLANNED A SWIM IN THE RIVER FOR SEVERAL MILES AND THEN RUN BACK TO HIS STARTING POINT. IT APPEARED THE SUBJECT WAS IN GOOD PHYSICAL  CONDITION, SUFFERED NO APPARENT EFFECTS FROM THE COLD WATER AND WAS WEARING A WETSUIT FOR PROTECTION.

E. IT IS NOTED THAT THE SUBJECT WAS ACTUALLY WEARING CIVILIAN CLOTHES  OVER THE WET SUIT AND CARRIED A PACK THAT HE CLAIMED CONTAINED FOOD  AND SURVIVAL EQUIPMENT.

F. THE SWIMMER WAS IDENTIFIED AS: ..........., WM, DOB:  1983, SSNAVAILABLE. HE IS A SSG (E-6) IN THE US MARINE CORPS  ACCORDING TO HIS MILITARY CAC CARD.

G. IN A SUBSEQUENT INTERVIEW IN A LOCAL NEWSPAPER, <The Marine>, WHO CLAIMED TO BE A VICKSBURG NATIVE VISITING HIS FAMILY, SAID HE WALKED  INTO THE RIVER FROM THE RIVER FRONT PARK EARLIER IN THE MORNING. HE  CLAIMED HE PLANNED TO SWIM TO LETOURNEAU IN SOUTHERN WARREN COUNTY AND THEN JOG APPROXIMATELY SIX MILES BACK TO HIS PARENT'S RESIDENCE.

H. <He> TOLD A REPORTER HE HAD BEEN SWIMMING IN THE RIVER SINCE "HE  WAS A KID." HE SAID HE WAS TRAINING FOR A FUTURE ATTEMPT TO SWIM  ACROSS THE MISSISSIPPI RIVER. <He> CLAIMED THAT HE WAS IN NO DANGER  AND WOULD HAVE LIKED TO HAVE CONTINUED HIS SWIM.

7. COMMENTS:A. <He> WAS POSITIVELY IDENTIFIED ON THE SCENE. AN INQUIRY WITH THE  NAVA LCRIMINAL INVESTIGATIVE SERVICE (NCIS) CONFIRMED THAT HE WAS AN  ACTIVE-DUTY MARINE

B. THE AIR TEMPERATURE WAS APPROXIMATELY 28 DEGREES WHEN <He> LEFT THE WATER. RESCUE PERSONNEL ON THE SCENE DOUBTED <his>  ABILITY TO SURVIVE THE SWIM BASED ON THE TEMPERATURE, CURRENTS, RIVER  TRAFFIC AND DEBRIS IN THE WATER.

C. THE COUNTY SHERIFF'S DEPARTMENT DID CONTACT <his> FAMILY AND ASKED IF HE WAS SUFFERING FROM ANY MENTAL PROBLEMS. HIS FATHER REPORTEDLY TOLD THE SHERIFF, "ONLY WHEN HE JOINED THE MARINE CORPS."

my ranger son had both his son and daughter go in the marines. and there is a certain amount of noise between em all about that but i know hes prouder than a 3 balled tomcat of them and their service.  especially his daughter. but its a hoot to listen to em razz each other.
It is much more powerful to seek Truth for one's self.  Seeing and hearing that others seem to have found it can be a motivation.  With me, I was drawn because of much error and bad judgment on my part. Confronting one's own errors and bad judgment is a very life altering situation.  Confronting the errors and bad judgment of others is usually hypocrisy.

reminds me though, a few years back I was driving my normal route home when I saw a guy in full camo and gear jogging up the road with his M-16 at port arms. I thought it was strange but just kept going. Next day I read in the paper it was a National Guard Lt out on a little training mission of his own. Apparently other people thought a bit more of it than I did and called the po-po.  :laugh:

Looked like how a lot of gummit stuff comes through, especially weather notices. It made it funnier to me. Whenever I see something formatted like that, I always picture it as a vintage teletype coming out with scowling authorities reading it. =)

And, yup. That's a Marine.

i don't get why they made him get out of the water. i mean, he had a wetsuit on. i doubt a crazy persons gonna put on a wetsuit before swimming in a very cold river.  :|

28 isn't horrible in a wetsuit if you keep moving.  The run home would have been the worst part, as the suit dried out but with civvies on over it that could cut the wind.

Leave the guy alone and go explain to the helpful 911 callers that bodies typically don't do swimming strokes.

oh i get it  i got a grand daughter that woulda wanted to race him if she was there. she scares me and her dad. it runs in the family though  her brother is po'd at the corp for making him retire on disability.  just because hes blind in one eye. ya gotta love or fear the mind set dep[ending which side of the fight you are on
