Are there any rules or guidelines that deal with how early in the spring you can plant flowers and shrubs in your front yard?  I figure there has to be some sort of tabulation of weather patterns and geography and the known latest likely day of freezing temperatures and whatnot.  Surely farmers and/or da goobermint have come up with a guideline or report or somesuch.

Anyone know what such information is called and how I can find it?

I think "The Old Farmer's Almanac" is what you're looking for.  It usually has all of that kind of data in it, and is pretty accurate.  You could also consult your local Master Gardener's or similar organization; they'll usually know.

There are lots of guidelines for planting flowers and shrubs, etc.

Generally speaking, bulbs are planted in the fall; seeds in the spring.  Shrubs and trees seem to work best when planted in the fall when the trees and bushes are dormant.

Google planting tips for the flowers and plants that you want.  Plenty of free advice out there.  HGTV has a pretty good website, too.
