I'm a landscaper who builds masonry garden walls like the one DJJ posted.  I use a  miter saw with a masonry cut-off wheel.  Home depot sells the wheels for $5.

Get a couple of masonry blades for your circular saw. It is slow but it works.
They wear out (that's why you want a couple.)
