I was an Ombudsman for the state DOC. Investigated complaints of staff failing to follow policy/procedure. Advocated for neither administration nor inmates - merely collected evidence & wrote up suggestions for returning to compliance (could include reimbursing inmate for loss/destruction of goods, retraining staff, rewriting policy/procedure) if policy/procedure were not being followed. Responsibility of deciding to accept what I wrote up, and authority to make changes to policy/procedure rested with others.
Both sides hated me. I liked it that way.
Being a state government employee, I never worked. I was employed. Difference is not merely semantics. (Just to totally confuse you, I was probably the only gruntled state employee.)
