I also suspect that a substantial herd mentality sets in among speculators on occasion. They start stampeding in the same direction, not wanting to be left standing alone if/when oil prices begin to move.  This is apart from what forecasters think future supply and demand might look like.
If there really was intelligent life on other planets, we'd be sending them foreign aid.
