It's interesting to see just how much natural cr*p goes down around the world at any given moment. You will never know about  it from the established news sources unless you are living at ground zero.

who installed the pipe originally? and what caused it to overload?  was it a new load?  or was it fubar from the start
It is much more powerful to seek Truth for one's self.  Seeing and hearing that others seem to have found it can be a motivation.  With me, I was drawn because of much error and bad judgment on my part. Confronting one's own errors and bad judgment is a very life altering situation.  Confronting the errors and bad judgment of others is usually hypocrisy.

the city put it in when building the road, and the road was flooding there at least 2 years before the building was built. it just didn't get deeper than 3 or 4 inches. :O the best i can remember, the city owned the land.

thats time to lawyer up. wonder what the liability limits on the towns insurance are.  and what kinda assets they have to take if the award goes over.  you do end up being like ants at a picnic if you win though
