Secret Service would handle this I'd think, not FBI. I doubt any branch of US fed.gov runs around foreign countries harassing their citizens. Lots of people probably send emails to the Obamessiah calling him names every day. Unless there is a threat there's not much fed.gov can or would do. Finally, even if this by some crazy stretch of the imagination this did happen, it's not like Obama is sitting in the White House diligently reading every email sent to him. He'd never have seen this, and had nothing to do with a response to it. And assuming he didn't issue an executive order stating that anyone who sent him a nasty email would be hassled, this would be pre-existing enforcement standards.
