off topic, but this is something i've spent a lot of time on, thought i would post it any way.
not so much wattage limits, as with beam control. in road legal lights, even driving lights. high beams are more flood lights, in racing/off road lights you have this thing called a
pencil beam. as an example, these lights are good for almost a mile. on the open road oncoming drivers are being blinded before you can see them, kinda messed up to be wanting that on the road.

here's a nice pic of the beam patterns) if i'm remembering right a set of euro beams in 55(or was it 60) watts is fine. but i would try to mount them low. and your not supposed to be running more then 2 sets of lights at a time, there are a few losers around here running 4 and 6 sets of fog lights. best i can figure out is they must have glaucoma.
what i'll never under stand are the idiots running 100/110s on the street. sooner or later one of the drives they blind is going to waste them, and it's going to be there own fault.
on if your wondering what is the best bet for car headlights. the euro pattern low beam, it has a nice sharp cut off at the top, nice and evenly bright from white line to white line. with a bit of light higher on the sign side of the road.
