While doing research last night, I believe I found the source for the ATF plan in Arizona and the other border states.
The parallels in this video are FAR too close to the actual execution of the plan for me to ignore.

The comparison of ATF agents to the coyote is so insufferably insulting (to coyotes) that I am greatly offended by the posting of this cartoon.
Besides, in case you didn't see the ending .... it's been altered. I'm sure a lot of people throughout the later half of the twentieth century were eagerly awaiting a cartoon in which the road runner "got his own."
....but it still spoiled the atmosphere!
