Had to look him up - not a True Blood fan. From the photos, he looks too small-framed to be the God of Thunder - Hemsworth had to put on plenty of muscle to play the part (although he gained so much, he almost didn't fit in the costume - he literally got TOO buff). I'm not sure Skarsgard could have done it, even if he could have taken the time to film it.
Besides, while I was unsure about Hemsworth at first report, I think he absolutely NAILED the part. Looked the part, and he was just dead-on playing a depowered god exiled to Earth. I was very happy with how well Marvel's done with casting their recent properties (starting from Iron Man in 08), and Thor was no exception.
Skarsgard is huge. He's like a giant compared to the rest of the True Blood cast. The pictures on IMDB don't do his hight justice. I think he could have easily gained enough muscle. Also, he did audition for the role. In fact, he was one of the final choices. Helmsworth squeeked him out.
Plus, he's, well, you know, Swedish.
Seriously, I loved Thor and thought Helmworth did a good job. He's a pretty boy, but so was the Golden Age Thor. I just want to give crap because of the whole "chicks go gaga over him thing."

I honestly don't think he's all that special.
I think it's simpler. This is typical bias against civilians a) acting independently, and b) using weapons without proper guidance. Having trained troops leading maintains the veneer of governmental parenting/permission.
This is it, in a nutshell.
The politicritters can't be letting us civilians get ideas and the thought that a bunch of untrained yokels with hunting rifles and good 'ol boy skills can do as much, if not more, damage to a invading military force as someone who is unthinkable.
