I just got an e-mail regarding some problem with my PayPal account. The problem is, I don't have any such account. I suspect this is an attempt at identity theft. Should I report this to PayPal or someone else?

PayPal should have an account set up to forward frauds like that to.

is the address to send it to. I do have a paypal, and ebay account, but am not gullible enough to fall for these scams. I get one or two such emails a day, typically.

"530" is a North-Central California area code. I assure you, PayPal is not headquartered in Chico.
PayPal would offer an "800" numbe, at the very least. This is a phish.
