Bum either sold the boots for alcohol or drugs or hid them beyond a nearby dumpster while he begs (makes more money while not wearing new boots)

I would tend to agree, many of the homeless are. I think the only thing keeping me from living under a bridge is I haven't crossed that fine line to crazy, yet.

We have a guy who lives on the bench in front of my office who spends a good part of the day talking into his hand as if he's talking on a cell phone.

Sometimes his conversations are QUITE animated. He's even been involved in furious arguments.

From what I can glean, he's of the opinion that he's an operative in the government at a very high level, above the State Department and reporting to the White House.

Oddly enough, he lives in the park in front of the State Department annex where I work, and about a block from the Main State building.

It was from him that I learned that Darth Vader Dark Energy controls the US Military.

It all makes sense now.

Boots man could have milked that into paid appearances on MSNBC, he's a friggin idiot.

One time there used to be this crazy homeless lady in mid town NYC, she would imagine she was directing traffic from the street corner she lived on for a few yrs.
One day they carted her in and forced medication on her, she got better but publicly said she wishes someone had done it sooner so she wasn't wasting her life like that.

One really smelly crazy guy, a huge scary looking dood used to stop people from sneaking into the subway and insist on paying their fare. He would also go up to well dressed commuters and give them change.

A lot of neighborhood moms would bring him food at night and single women would often give him 5 and ten dollar bills because he ( more then once ) stopped a mugging and caught and held purse snatchers for the police.
Politicians and bureaucrats are considered productive if they swarm the populace like a plague of locust, devouring all substance in their path and leaving a swath of destruction like a firestorm. The technical term is "bipartisanship".

Sounds like good candidate for SecDef or SecState. Well, better than Kerry anyway.

Nah.  If I help 10 people and 8 of them turn out to be like shoe-guy, but 2 of them go on to make their lives better, that's money well spent.

Or for me at least, why I generally don't give money to individuals on the street. You may look like you care, and I'm sure the cop really did care, but I never see that as money well spent. I'd rather give to the Salvation Army and refer bums to the local office. At least then when they get a handout, it's food, shelter, etc., all of which are usually hard to barter for booze and drugs.

It verifies to me why I choose the charities that I do...oganizations that help people with a hand-up, not a hand-out.  Local food pantry that offers help to families in the community.  Ronald McDonald House is excellent.  The emergency assistance fund at our church, which maintains funds to help church members in times of need, like recently when a family had its home burn, to buy clothing for the family while they work with the insurance company.

No doubt this guy is mentally ill.  Just hope that the man who helped him doesn't become too jaded to offer help to someone again in the future.

Exactly my attitude as well, which is why I send my charitable donations to recognized organizations that spend most of the money on client services, not overhead.

And I keep trying to tell people but they keep letting their touchy feely side get in the way. Dont feed the wildlife. These people are a persistent problem because everybody "helps" them. If the officer had done his job- running the bums out of his patrol area, then it wouldnt be a problem.
