In a nutshell, France is starting a welfare program for the poor, which gets them broadband and a PC for about a dollar a day.

Apparently online gaming and downloading porn is a necessity of life that the tax payers should have to subsidize. rolleyes

Lovely.

Hairy armpit porn.

Or, for the large Arab population, bhurka-clad women with their toes showing.
Carbon Monoxide, sucking the life out of idiots, 'tards, and fools since man tamed fire.

The bad news is, the PCs are made by Citroen.  Cheesy

Their reasoning is that they want France to catch up with the rest of the world in Internet literacy.  Given the restrictions they put on entrepreneurial initiative, domestic and foreign, I'm not really sure why it matters.

Considering that one can get broadband in this country for close to $20 a month and finace a computer for about the same, this $40 a month plan for the poor in France doesnt seem all that charitable. Remember that we are talking about retail prices (without any large order or government discounts) and that you get to actually own the computer rather than renting it. I guess this is ultimately how social programs end up in places like France. The government makes everything else so expensive that their "social services" can actually turn a stiff profit, and serve to keep people poor.

Who are they going to outsource "support" to?

On a serious note.  If the poor Muslims can actually use the internet it may open a source of information beyond what is spoon fed to them by their local imams.  Which might lead to a more moderate school of thought.

Unfortunately, they'll probably just go straight for the on-line radicals.

Didn't the French have some sort of Proto-Internet for their populace back in the 80's? I remember them having some kind of TV phones with a text-only Usenet like deal, where they could do their banking, and order croissants and whatnot?

All the "2000 is coming! Future is NOW!" type of shows (From Australia usualy) that they'd play on cable as re-runs would always make a big deal about this French telex thing...

Ahh here it is Minitel http://en.wikipedia.org/wiki/Minitel

And just like the Internet, the biggest businesses were prorn and personal messaging.

Oooh la la! Hairy armpit French textporn! Mon Dieu!
I promise not to duck.
