IIRC johnny and Jane can't read because the teachers are too busy learning how to boost self esteem without letting the kids know theirs was low to begin with, and filling out time & motion reports about the teaching they never got around to actually doing. Oh, let us not forget time off for professional development, sharing "experiences" with other teachers, listening to adminstrators, monitoring the lunch room, and trying to figure out which snot-nosed darling took a dump in the corner.
The last time the ex got fired from teaching there were fifteen (15!) administrators supervising, monitoring, mentoring, observing, assessing, advising, training and otherwise sticking their noses in for every actual teacher in the system. Hire more folks to be a liaison between the school and the parents? Half the parents probably don't know who their kid's teacher is, let alone what grade the kid is in. And they don't want to know. Send the kid to mandatory day care for 12 years and he better be qualified for a full academic scholarship at an Ivy League school, but don't bother me in the meantime.
stay safe.
