I have to wonder if that's the point?  There's nothing on it that says anything about being a real LEO, so you can't say he's impersonating one.  However, to the casual passerby they might make that assumption and ignore the open carry.

Which has been the only somewhat valid reason I've ever heard explained to me to have one.  You're carrying concealed and your shirt rides up. Next to your gun is a shiny CCW badge.  You fix your shirt but in the 10 seconds it too, someone saw the gun and the badge.  They think "cop" and go about their business.  Of course, in my mind this puts you in someone else's mind as a cop.  If they ask, you're forced to say "no".  If something happens, they're going to point to you and say "Save us, cop! Save us!"

I don't mind open carry, or concealed carry.  This guy was OPEN carrying NOT CCW as the badge says

I meant to reply to this earlier and forgot.  The badge is particularly inaccurate in Tennessee.  We don't have Concealed Weapon Permits.  We have Handgun Carry Permits.  They are good for concealed or open carry as long as you're not in a posted GFZ.  As long as it's technically a handgun (including the AK & AR "handguns") the TN HCP is valid. Granted, we had someone get stupid with that idea a while ago and make the news by OC'ing an AK handgun in a park and freaking people out just because he could. See: "Legal != Advisable."

According to The Sportsmans Guide Company, carrying one of these badges shows you're in full compliance. (Of course, they don't say with what.) Which is curious, since you don't have to provide any proof of having a license or permit in order to buy one of these things.

SGC even offers a 2-pack of the things. I suppose that's in case you're so absent minded you can't remember where the first one is ...
