Literally, apparently, as per FBI. And uhm, my understanding is that Tannerite is a fire suppressant.

Ounce for ounce, isn't it less dynamic than modern smokeless powder?

I know the method of ignition is quite different.  But tannerite just doesn't seem all that powerful to me.
