In Short, we have people we clearly can't trust with the keys to the supply closet and we keep them around despite ready access to actual weaponry and classified materials.  The article highlights a few recent examples and, as this thread has, asks about the folks in charge of the loons and losers.

For a while maintaining "end strength" was the be all and do all of the military.  Now that the sequester has kicked in, it's "round up and herd them out", last troop out the door turn off the lights.
