The "blue wire" is just the jacket on one of the cables feeding into (or out of) the junction box.  There is no "the blue wire"

at least it's in a box, and the outlet's taped....is the box grounded?   what's with the blue wire?

Yeah, IF the green wire is properly connected to the green screw on the receptacle, the box is grounded because the metal ears of the receptacle are screwed to it with a metal screw. However, a box with no cover is another code violation.

I was tracing coax cable to try to figure out why the signal wasn't getting to the tv.

Did you make sure it was connected to the water heater?
